The male of our species have external genitalia. Arousal involves the movement of blood into the cavernous tissue of the penis, swelling it (Fancy term for this: tumescence) and causing the tissue to become erect rather than dangle. This causes some problems for adolescent boys whose bodies are adjusting to the hormones that come with puberty experience random, seemingly inexplicable erections - usually at inopportune times. It's a response of the parasympathetic nervous system, so it's not only in response to sexual stimuli.

Socially awkward and embarrassing, it's still a natural process and just one more way that your body hates you.
